Can we use an E-Sim with iPod Touch 7th Generation to call and message???

No, sorry. The iPod touch doesn't support any capabilities like that. You can only use services over Wi-Fi and Bluetooth. For example FaceTime Audio & Video and iMessage. Both over Wi-Fi. There is no option for any cellular service, sorry.
