I have created albums of my photos in iCloud. How do I move the albums to folders? I thought I could do this on a MacBook Air.

None of Apple's photo apps "speak" folder. That file management mindset does not work.
All your photos are essentially in one database and you sort them in to albums. Albums are merely tags you have given to selected photos.
That is as much management as the apps allow.

Where are you trying to make the folders? In the Photos application or iCloud Drive.
I have existing albums that I want to move to existing folders in icloud photos. How can this be done?
