Thanks for reaching out. If you restore your iPhone in iTunes and your Apple ID is still signed into iCloud when you do it, you will experience an iCloud Activation Lock. I recommend that you attempt to use the Apple ID resources to reset your Apple ID password so you are able to use your device.

How is your account locked? You don't know your password? Security questions? More information would help.
