I bought an iPhone XR off craigslist. It’s saying it’s locked with another icloud & I can’t use the phone.

Contact the person who sold it to you. Only he or she could remove an Activation Lock.

Apple won't do it. And you can't bypass Activation Lock.

Return it and get your money back if the seller can't or won't remove the activation lock.

If you can't return it, turn it over to the police. It's very possibly stolen.
