iPad won't restore

My daughter's iPad randomly stopped charging today. While it was plugged in, it kept cycling to the apple logo, then back to the low battery signal. I connected it to iTunes and followed the instructions to Update (which didn't work) and then ultimately Restore. It ran through the entire Restore cycle, but now it's cycling between the low battery, Apple logo, and Welcome screen, and it won't charge or move past this. Any ideas?

It’s time to take the iPad to an Apple Store or Authorized Apple Service Center. Let them assess the iPad and advise you how to proceed.
