Camera on Macbook Pro 2014 flickering
When I turn on the camera (either Facetime or Photo Booth), it starts flickering. Same for the green light.

I would first try doing an SMC reset to see if that helps:

If the issue is the same that makes me concerned it's a hardware issue. However for good measure you can set up a new test user account to see if the problem happens there as well:

In addition, you can try Safe Boot Mode to see whether or not it does it in there:

If it does, then that likely confirms it is a hardware issue. You can try running a diagnostic to see if that picks up a problem, if it doesn't I would try running it several times if it doesn't pick up a problem the first time. If it's a loose connection, it may not be detected:

But regardless (whether it does or not) you'll likely want to seek service if you want to get the built-in FaceTime camera repaired.
The camera light is basically a physical feature (not software controlled like it was many years ago) so the fact that both it and the output is flickering does lend itself to being a hardware problem (i.e. loose or faulty connector making only intermittent electrical contact).
