Currently, they don’t. If you need a iOS device flashlight, the iPhone is your best bet.

No, it doesn't. Until recently many iPad models didn't even include a flash. If you have an iPad model with a flash, you could look in the App Store to see if there's an App, but I've never considered using my iPad as a flashlight. I do use my iPhone as one.

You can either use an iPhone flashlight app on your iPad if your iPad has an LED flash on the back.

OR

If you want to turn your entire iPad screen into a “flashlight” or light panel screen, that have variable brightness, there are many iPad flashlight apps that can do that still in the iOS App Store.
