When I was updating the watch to the latest version, progress stopped after it was complete and the watch cannot be opened and I can't make a restart.

Reset your watch by pressing in the crown and side button until you see the Apple logo, then release both.
Your watch may appear to have lost its pairing because it is not restarting correctly so it can’t connect to the iPhone. Your first post suggests Series 4 which would still be in warranty cover so the best advice is Contact Support and get a support case started.
You need to leave on charge over a period of time to complete the update. By removing it or resetting it could possibly do more harm then good.

We have given our best advice to escalate the problem to Apple’s in house support and warranty, which you are free to accept or reject but we don’t have any other practical solutions.
When I do that, the watch shows the connection logo on the charge, when it is placed on the charge, and shortly after it opens and does the same work.
