Cannot create passcode

We gave our son my husband's 6sPlus. It is updated. We reset the phone and set up with my son's iCloud account. For some reason we cannot create a passcode now. It had a passcode previously. I also cannot turn off Wifi assist or turn off games from using Data. I have deleted and reset again and same results. I added a phots of the data issue. You cannot click on them as they are "blurred"

I have tried to set up a passcode in his iCloud settings on the phone and in general settings. It allows me to choose a code but does not save. He has an iPad and we successfully set a passcode under his account on that device.
