so I just recently got a new phone and switched all my stuff over from one phone to the other. it keeps on saying I don't have iCloud storage. most of the storage is being taken up by my old phones back ups. can I delete that or no? will I lose all my stuff?

If you has used the backup to set up your new phone and no longer need it, you can delete it. It won't delete anything from your new phone. There are instructions in: Manage your iCloud storage - Apple Support
