iCloud Photos sync entire library after restoring full drive

After restoring from a full drive backup (Carbon Copy Cloner), the Photos app wants to UPLOAD and sync my entire photos library to iCloud Photos - 65,000 pics. Will it really do this or is it only analyzing? What's the appropriate way to handle this? Should I delete the Photos Library and let iCloud Photos sync DOWNLOAD to the Mac?

That is perfectly normal, but you cannot avoid it. When you restore a library from a backup, and the enable iCloud Photos for the restored library, it will be treated as a new library, that needs uploading and merging into the existing iCloud Photos Library. It will not create any duplicates in iCloud, but will need a long time.


Should I delete the Photos Library and let iCloud Photos sync DOWNLOAD to the Mac?

This will be faster than uploading to iCloud and merging into the existing library. But you will lose the projects, because they are not stored in iCloud. The named faces will also be missing, unless you are running macOS 10.13 or newer.
