disabled apple id

hello, the email i used for apple id was out of date and given to someone so i changed my apple id and after that when i try to get something from app store it says "Your account has been disabled in the App Store and itunes.

i tryied a lot of things but unfortunately can't make it work. could you please advise me the way to make my id work
