My iphone SE is broken, I cannot access anything on it as fingerprint id is not working and I cannot use the keyboard. I did not back up Notes. Contacts are backed up in the cloud. When I get a new iphone 8, is there a way of retrieving the notes if they have not been backed up?

No, but you usually sync notes to icloud or mail account.

I can access my icloud on my laptop and Notes is empty so presumably the icon on my phone settings is not set to do automatic back-up!!
