I just bought new I phone and I lost my Apple Music access. They let me a new Apple ID because I was getting some of my family’s purchases, pictures ect How do I get access back without paying for another Apple Music fee

You can't. If you are using a new Apple ID then you will need a new subscription to Apple Music.
