iCloud photos smaller than iPhone ones

I downloaded some photos from iCloud using iCloud for Windows 10 (I left the "Keep original high-efficiency if available" unchecked), and then I imported the same photos directly from the iPhone using the Windows Photo App.

All the files (.jpg) downloaded from iCloud were smaller (like 3,20Mb vs 3,95Mb), but they appear having the same quality than iPhone's ones: same resolution, same DPI, same compression level.

Why are the files different? And, should I trust the iCloud files or should I always import directly from the iPhone??

File types that you can use with iCloud Photos

Your photos and videos are stored in iCloud exactly as you took them. All of your images are held in their original formats at full resolution — HEIF, JPEG, RAW, PNG, GIF, TIFF, HEVC, and MP4 — as well as special formats you capture with your iPhone, like slo-mo, time-lapse, 4K videos, and Live Photos.

Download your original photos and videos

You can download a copy of your original photos or videos on iCloud.com, iOS, or Mac.

On iCloud.com, click Photos, and select one or more photos and videos that you want to download.
Click and hold in the upper-right corner of the window. If you want to download your content as it was originally captured or imported, choose Unmodified Original. For JPEG or H.264 format — including edits, and even if it was orginally in HEIF or HEVC format — choose Most Compatible. Click download.

On iOS, tap Photos and select one or more photos or videos. Tap , and select the device that you want to share with. If you need help, learn what to do.
On Mac, click Photos. Select one or more photos. Drag the content to your desktop, or right-click and select Share > AirDrop.

...but through iCloud Photos (Win) I downloaded the JPG files (extension ".jpg"), not the HEIC ones, and they are smaller than the same files imported from the iPhone, and I cannot understand why.

With iCloud web, If I choose "most compatible" iCloud gives me 3Mpixel files, while the iPhone 7 is 12MPixel, If I choose "original format" I get HEIC files, but I don't want them. I'd like to have the same JPG files which are on the iPhone, and with the iCloud Photo App on Windows 10 I get something similar (same resolution as I said, same compression quality), but size is different and so far I haven't been able to understand why.

HEIC photos are smaller than JPG for the same resolution.
