well first you want to check if your account is blocked here's how: https://support.apple.com/en-us/HT204106
then if that doesn't work you may want to check if you have in app purchases disabled by restrictions. (if what you want to buy is an in app purchase) find out about restrictions here: https://support.apple.com/en-us/HT201304
check more information about iTunes here: https://support.apple.com/choose-country-region/itunes select your regions and try and find your exact problem.
