How can I add new music to iPhone with iCloud Music turned on?

I recently took the plunge and turned on iCloud Music on my laptop where my master music library lives. After a number of issues, duplicates, resetting, etc. I finally got it working. I then turned iCloud Music on on my phone and it was magic. Everything seemed to be working as I thought it would. I had my entire library including all the playlists I ever made and music that is not on Apple Music available to me on my phone. I could download songs locally that I didn't want to stream and add music from Apple Music to my library! Excellent.

Today, I added some new songs to the library on my computer that are not available on Apple Music. They showed up as uploaded, which is what I expected. But when I went to my phone, they are not there. And everything I did to force a library sync did nothing to make them appear. 

Can I no longer add outside music to my library and have it sync across my devices after the initial set up of iCloud music??

Thanks for the response but these suggestions do not answer the question for what will happen when you add music from other sources AFTER the initial set up. I had no real problem getting everything to populate the iCloud library and then sync to the phone on the first time set up. Songs from bands like Tool (who are not on Apple Music) made the round trip from my original library, upload to iCloud and then sync to phone. And things were working great! Until I tried to add more new songs that was not available on Apple Music. They appear as uploaded, but they are not making the sync to the iPhone.


The only way I could get it to see the new songs on the iPhone was to turn off iCloud music on the phone, thus deleting everything, and then turning it back on and waiting for everything to download again.
