Connected to WiFi but saying "Safari cannot open the page (https://www.apple.com/) because your iPad is not connected to the internet"

I have a iPad Mini 2 its connected to internet, but when I launch safari its saying "your ipad is not connected to the internet". I have tried resetting the router and iPad (reset network setting) and still not working. Is there a permanent fix for this problem?

Wi-Fi in your case is just a local wireless network.

You need to make sure you can connect to the Internet.
