I have the Ipad air 2019. In near future i will get the new ipad OS 13. I wonder if I could connect an external hard drive like a Seagate to my ipad with the help of Apple’s lightning to usb 3 adapter, or If that requires too much power, can I use a powered usb hub to do so?

Until the new iPads and new iPad OS are publicly released, we do not know anything more than what Apple has publicly stated, so it is best to wait until there is official information.
There is no discussion of beta software right now concerning iOS 13/iPadOS.
We are all just Apple products users and we do not know for sure if any of the Lightning port based iPads that support iPadOS will get this external hard drive support or not.
And speculation about any up and coming hardware/software is prohibited on these official Apple technical support communities per the Terms of Use we all agree to when we all sign up here.
You will just have to wait and see in the Fall of 2019., 3-4 months from now.
