Accidentally Blocked a Kext and Can't Unblock It

I've been trying to install Intel Power Gadget on my macBook which requires loading a kernel extension. However, I accidentally clicked the option to block the extension during the installation. Typically, you can allow third-party extensions by going to system preferences<security & privacy<general and then clicking "allow". However, this option does not show up even after restarting the software, performing a fresh install of the software, or restarting my computer. I have even tried loading the kext from terminal, but get the error message "/Library/Extensions/EnergyDriver.kext failed to load - (libkern/kext) system policy prevents loading". Looking at "Disabled Software" section in the system information app reveals that the extension remains blocked, even when the software is uninstalled and the extension is deleted from the disk. Can someone give me some advice on how to get this to work?

That's a good point. However the reason was listed as "no user consent" in the system information app, so it probably wasn't a an OS issue. I ended up just temporarily disabling SIP for the installation, and everything works fine now.
