You can ensure your child does not have Facebook or any of the social media app on the device, then using Parental Controls, turn off downloading apps. You can restrict access to Safari, but I'm not certain you can fully stop a child from using Facebook or other social media sites on Safari. Maybe someone who uses Parental Controls with a child will chime in. Or you can reach out to Apple Support for a definitive answer.

If so, go to settings>name>Family Sharing>tap Screen Time>tap Child's name>tap Content & Privacy Restrictions. From there, turn on Content and Privacy Restrictions and select your options.

If you want, you can put a time limit on his iPad if your using iCloud. Simply go in to your child’s iPad Settings, find the menu Screen Time, set a limit and your done. Or you can restrict the app in Parental Controls.
