Silent mode does not affect the iPhone

Hi, as once as I put a Silent mode in apple watch all the alerts on the iPhone are also muted (as it should be and logical to be) but as once as I am called the ringtone is played on the iPhone even though I have set the silent mode on the Apple watch (the Apple watch vibrates as it should be but the iPhone when there is a call makes a sound) Logically, this complicates the situation of quiet.

For example, I went into the meeting thinking that the Apple watch was in a Silent mode and all the alerts that came to me were silenced, but suddenly they rang as soon as they called me.
