Payment method

Hi, I came from London to Moldova and changed the region in iCloud but I can not tie a bank card. It gives an error. how can i fix this I urgently need Apple Music. I called the bank, they said that the card was working

Payment methods may have regional validity. You may not be able to use a UK card for automatic online payments in another country. A working local card may need to be authorized (by the bank) for automatic online payments in some regions. The billing address on the card may need to match the billing address for the Apple ID.
