El Capitan iCloud drive and bookmarks for Safari sync problem

I have iPhone6S, Macbook air 2017 with latest OS (iOS12 and MacOS Mojave) and iMac 2007 with OS X El Capitan (10.11.6)


I can can share my data through iCloud drive and bookmarks for Safari between iPhone6S and MacBook air. However, the iMac with OS X El Capitan shows sync problem. I don't see any data through iCloud drive and bookmarks.


I already clean install El Capitan twice, but it does show the same issue.


Is it known issue? How do I solve this problem?

The iPhone and other Mac are have latest version , but for this particular Mac in which El Capitan is installed will not sync documents / bookmarks , for that all three devices must be of the same version .

You can only create documents / files from within the Mac that has El Capitan version , but don't sync all the three devices .
