Add To Playlist No Longer Working

I've run into a peculiar issue that I can't seem to find an answer for. As of today, I can no longer use the 'add to playlist' option on iTunes for Windows at all. This has persisted on multiple Windows PCs, both on Windows 7 and Windows 10, with the latest version of iTunes (12.9.5.7). I can add the songs to my library perfectly fine, and if I add songs to playlist on my iPhone it works fine as well. Logging out of Apple Music on iTunes and logging back in did not fix the issue. My Apple Music subscription is still active as well and in fact auto-billed successfully within the past week. No error is generated either so I don't have one I could give to help.

Which type of Playlist are you trying to add to?

You can only manually add songs to Regular Playlists, but not to Playlist Folders. If you use the Add to Playlist option (which you say you are), you should only see Regular Playlists and the Playlist Folders in the list that appears when you select Song/Add to Playlist, or (select song and) right-click/Add to Playlist. Do you see Add to Playlist when you choose either of those routes and if not, what do you see?

Alternatively, try dragging a song to the Playlist on the left sidebar of your iTunes window. (If you don't see the sidebar, select View/Show sidebar.) In the sidebar, you will also see Smart Playlists, but you cannot manually add songs to Smart Playlists.

Songs are added to Smart Playlists according to the rules of the Playlist.

Thanks for the very detailed assistance. While the info doesn't help much with the issue, it does further highlight how bizarre of a problem it is. If I am in this particular section of iTunes, everything works fine. If the music is added to my library, I can add it to playlists fine. Where things seem to fall apart suddenly as of yesterday, is when it involves specifically the Apple Music portion of iTunes. To better help, I'll show some of my listening process. I use a regular playlist as highlighted below that I dump music I want to check out at a later time:

Normally I add music to this through the For You and Browse tabs of Apple Music. Below is the specific method I normally do this (displayed album in this just for reference, it applies to any album, even released)

This and the add to playlist option below are simply no longer working for my account on any instance of iTunes for Windows. I can use this context menu to add songs to library fine still, but they will never add to the playlist this way this week. I checked to see if I could access the sidebar to try dragging them to the playlist but that is locked hidden when browsing Apple Music. I do know that I have not hit any sort of song or playlist limit as adding to the playlist works fine via Browse on iOS Apple Music. Hope this gives some more light on what is going on, hopefully I'm just crazy and am missing some sort of change to how things work now.
