mail not sending mojave

My Mail 12.4 on my Mac mini running Mojave 10.14.5 freezes when I try to send an email. It says "Sending Message" until it times out. There is no problem with my iPhone or laptop using the same wifi connection. There is also an intermittent freezing of my browser (Safari) when an outgoing email is stuck. Any suggestions?
