I bought myself the Apple Watch series 4 for myself for Mother’s Day on May 8 2019. I really don’t use it as much as I had hoped to and I don’t have the packaging anymore and there’s no one willing to pay a decent amount on Kijiji/marketplace for it .. anyone know if Apple would take it back somehow ?

I think you are out of luck. You have missed Apple’s standard return/refund period is 14 days after purchase. After that they have a trade-in scheme but you are not wanting to upgrade to a new device so that doesn’t help.
If you can’t get an acceptable price for selling it your options seem to be either keep using it, or gift it to a deserving family member who already has an iPhone.
