folders dated 12/31/69 after macOS mojave installation
How can I get my folders to show the correct date? This is fairly annoying.

Boot into Safe Mode and check the folder dates from there. Reboot normally and recheck.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

Hmmm, doubt it - since so many other people have this same issue.

I should also add this only happens in Finder; if I am inside any app and looking for a file, the correct folder dates are shown.
Sounds like your drive is failing.
12/23/69 is the beginning of time in computer terms.
