createinstall media error message.

I am trying to create a bootable usb drive to install Mojave on a MacBook Pro with an empty drive. I am getting:

"To use this tool, you must download the macOS installer application on a Mac with 10.12.5 or later, or El Capitan 10.11.6."

However, I am, in fact, using 10.12.6, so it should be working. Anyone else getting this or have a solution?

What you need is the full macOS installer. It must be located in your Applications folder. You cannot create a bootable installer from your installed version of macOS.
