iphone stuck in infinite setup loop

My iphone is stuck in an infinite setup loop. It says "hello press home to open" in many languages rotation. Press home - it says "Update Completed Your iPhone was updated successfully." etc. I have restarted the phone multiple times and it lets me set up all info. I get home screen for less than 2 seconds and the Hello/Update Completed/Setup screen pops back up. I restored from backup successfully with no change, I tried to restore/update in iTunes, from normal, recovery, and DFU modes, and all fail.

For one thing, you need iTunes 12.8.5 or later.

I forgot to include, iPhone 7, iOS 12.1.1, iTunes 12.6.3, Windows 10

The iTunes most recent version for Windows PCs is 12.9.5.7

True, but 12.8.5 should still work with iOS 12.

Didn't know about that, Larry, since I use to update my iTunes as soon as it warns me that a new version is available when I open it on my PC.
