iPhone disabled

I have an iPhone 7 that says it is disabled. When I plug it into iTunes, iTunes won't recognize the device. I've tried restarting iTunes, restarting the device and logging in on different computers. Nothing seems to work. How can I enable this phone?

You have to follow the steps from this article:

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
