Merging two iCloud accounts

My wife and I both have an iCloud account. I received a message that my storage limit had been reached, so I upgraded to a $2.99 per month account. My wife still has her $.99 per month account. When I upgraded, the message said you could merge family accounts. We would both have plenty of storage available under the upgraded account. How do you do this? I

merge 2 icloud accounts my wife and I each have had 50 GB accounts under our own apple ids. I just upgraded to 200 GB and want to use that account for both of us and relinquish her 50 GB account, It's family sharing, but it also involves a data merge. I would also like to access the upgraded account from my windows PC as well as my iphone and macpro.
