My iphone Xs will not shut down. None of the applications work they just sit there.

My phone does nothing and cannot call out or in. The screens slide either way but the apps do not work and neither does the calling only on bluetooth in my car. I also cannot reset the phone as the buttons don't work either. Any Advice?
