Operation not permitted(sudo ln -s /Users/navdeepghai/navdeep/bin/bazel /usr/bin/)

I am trying to create symbolic link for executable file in /usr/bin/ directory and it's giving Operation not permitted error.

Steps to reproduce:

Step1: Open Terminal

Step2: Go to folder from/to where you want to create symbolic link.

Step3: execute ln -s /Users/<username>/bin/<binary-file> /usr/bin/<filename> command to create symbolic link.

I have granted Full Disk Access Permission to the Terminal to fix this issue but it's not working for me.

It's very Annoying to face such issues while working with MacBook .

MacBook Pro 15", macOS 10.15
