Downtime turns off immediately


My daughter has an iPhone XS and my son has an iPhone XR.  I set both phones up on Family Share, and tried to set both phones with Downtime, Screentime limits and content retrictions.  everything worked seamlessly with the XS but every time I’ve tried to set up the XR, downtime turns off the minute I back out of that screen and none of the apps I try to set as “Always Allowed” are saving either.  I‘ve tried uninstalling and reinstalling his account on Family Share twice hoping that would remedy the situation, but it did not.  I also tried logging him into a second iPhone 8 and applying downtime in hopes it would keep the settings once I logged him back into the XR but that didn’t work. We are all using iOS 12.3.1
