App notifications not displaying

I recently downloaded an app for a motion detection camera. I’m setting I can turn notifications and banners on for this app but I am not getting notifications unless I have the app open. When the app is open and I am using it on my phone I get the notifications and banners but when I exit the app I no longer get notifications. Any suggestions?
