“Hey Siri, read text” not working when locked

So, before suggestions are made, my slides are on in settings both under Face ID and Passcode and under Siri & Search.

When a a text message comes in and the phone is locked, I can’t use the “Hey Siri, read text message” feature. Siri says, “You’ll need to unlock your iPhone first”.

I am currently running 12.3.1, but it’s been doing it for a while.

Has as anyone else encountered this?

Settings > Notifications > Messages > Show Previews. Change it from When Unlocked to Always. Should fix it.
