I have a newer iPhone xs, and a newer iMac, have set up a iCloud account to store my pictures. I looked up the settings on both and now have 14,000 pictures on both! Does anyone have a simple fix for the settings I should be using? Thanks

Sorry. You originally ,mention 3 locations and then refer to both.
Having the same number pictures on all devices is the design of the iCloud Photo Library.
Hard to understand your issue.
iCloud is a syncing system, not an external storage system. Any data that is in iCloud will be synced to any device/computer signed into iCloud using the same Apple ID.
If you don't want all data synced to all devices/computers, you need a different cloud based solution such as Dropbox, OneDrive, or Flicker.
