when I try to buy something off the App Store instead of accepting my purchase it says to contact iTunes support

If you supplied a credit or debit card, check its details. If they're correct, or you're using a different payment method, click here and ask the iTunes Store staff for assistance.

after entering my payment method, asks to contact iTunes support. cannot download apps in app store I try to download app in app store. I was asked to enter apple id (in settings removed this requirement), then asks to review my data, update payment method. after entering all details it says, that i need to contact iTunes support.
