How do I remove a old icloud from a divice that has been factory reset

My friend gave me his old ipod 6 for my birthday because mine broke a week prior. And his brothers Icloud was on it so we tried to remove it but his brother no longer had the e-mail or password. So we try to factory reset to get rid of the icloud but when we start it up and go through the steps on setting it up, the icloud somehow stuck with the Ipod asking for a password. Help please

iPod, iOS 11

Resetting a device won't remove activation lock.

If his brother can't remember his account's password he can reset it : If you forgot your Apple ID password - Apple Support

Or, and if he was the original purchaser of the iPod (i.e. it’s not second-hand), he could try going to an Apple Store (he should make a Genius Bar appointment if he does) or try contacting iTunes Support online (https://www.apple.com/emea/support/itunes/contact.html) and see if they can remove the iPod from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it
