Apps still loading/constant request for Apple ID Password

Trying to switch to new iPad 6th gen. Backed up my old iPad on iTunes. Both keep asking for AppleID Password over and over. Apps still on loading after 24 hours. Followed directions again. Same issues. Beyond frustrated wasting second day of my weekend.

Unable to sign into new ipad New iPad asks for Apple ID and password to transfer my apps from iCloud. After entering it, it asks to agree to Apple’s conditions of use. When I agree, it asks to sign in again. After doing this 4 times, I changed my password but the same problem keeps occurring.

I cannot sign in to new iPad. I just received my first Apple device, an 8th generation iPad. Trying to install it's first app, it goes to a screen that says "The Apple ID has not yet been used in the iTunes store. Tap review to sign in, then review your account information." However, when I enter my password to sign in, the prompt goes away for a fraction of a second and comes back. I can enter the password again, and the same thing happens over and over. Can anybody offer any advice?
