How is it that Apple states the iPhone X is water resistant to 1 meter for 30 mins but my phone that doesn’t even have a scratch on it was in a foot of water for a couple seconds doesn’t work

iPhone XS and iPhone XS Max are splash, water, and dust resistant and were tested under controlled laboratory conditions with a rating of IP68 under IEC standard 60529 (maximum depth of 2 meters up to 30 minutes). Splash, water, and dust resistance are not permanent conditions and resistance might decrease as a result of normal wear. Do not attempt to charge a wet iPhone; refer to the user guide for cleaning and drying instructions. Liquid damage not covered under warranty.
A water resistance rating is never a guarantee against water intrusion and water damage. All “resistant” means is it is less likely to be damaged than a non-resistant device would be.
The only smart phones that are warrantied against water damage are those built to stricter mil-spec standards that also include complete covered seals for all speakers, microphones or other openings (and the warranty only applies if those were all closed and maintained in good working order at the time the device gets wet).
They don't say that. The depth and time numbers stated reflect testing under controlled conditions, not real world performance.
