I’ve followed all the suggestions to get location arrow to turn off. I e put Never on all my apps except Maps, google, and safari and it still won’t go away. Rebooted the phone also. Please help.

You can go to Settings>Privacy>Location services, and you can see what service is using your location services at the time. If it is a solid arrow when you see it, find the one that is colored purple to see what was just used it.

If you have all apps turned off, then it is probably something in System Services. As I said, you will see the particular app or service that is using location services. QuickTimeKirk is correct that it is not draining your battery enough to notice. If you are seeing that the battery is draining, then you need to look somewhere else. That will be in the Settings>Battery section and see what is using the highest percentage of battery.
