I have just got a new Magic Mouse 2 delivered but the touch scrolling does work. I have Mojave on and Mac Pro running. My older Mouse (with AA batteries) does work. I have deleted the plist files and rebooted, but no joy.
Any ideas?

Well, at the risk of suggesting something else you may have done, you could try resetting NVRAM and/or the SMC.

You could try un-pairing the older mouse by holding the option key, click on the Bluetooth icon and removing it. Then pairing the new mouse. Just a thought.
I have done that already.
Something else you can try, make sure scrolling isn't disabled in System Preferences > Accessibility > Mouse & Trackpad > Mouse Options.
