Update Apple ID settings. Some account services will not be available until you sign in again.

On my iMac iCloud settings I get a yellow warning triangle and the message "Update Apple ID Settings: Some account services will not be available until you sign in again". So I sign in again (password is definitely right) but the error message stays however many times the password is entered.
My Safari is 12.1.1 and OS High Sierra 10.13.6 - all recently updated with no new software updates currently available. I run F-secure antivirus and VPN but temporarily disabling these makes no difference.
Last time I got this (about 4 months ago) I changed my password which is a pain and it seemed to go away. But now it's back and I don't want to change my password again.
This bug reappears from time to time but I can't work out what's causing it. Also it doesn't seem to actually affect any access to any services (e.g. email & iCloud settings & files via browser are fine). I really don't like the idea of running an OS with some weird warning sign that doesn't respond to proper actions.
Any ideas?
