I'm trying to annotate a pdf by making a rectangle and fill that rectangle in with a different color. I'm using the fill color tool (set to green in the example photo), but it has no effect on the fill color of the shape. What am I doing wrong?
First based on your screen shot the border is set to green and fill is set to white. Second, to create a green rectangle you need to use Tools > Annotate > Rectangle, not the Rectangular Selection tool.

I'm curious, though, as why one way of creating rectangle results in an editable fill color and another way doesn't. The annotation tools in Preview seem in general to be very unintuitive.
Do you have edit privileges for the pdf file? Often files sent to you will be sent in read-only format.
Sorry, Alan, it's a PNG rather than a PDF. Apologies...
You're welcome. The Rectangular Selection tool is meant to be used to select an area of a PDF to be cropped.
Just a suggestion, look through Preview Help to see what tools are available and what they do.
