ask on quit to save or not if changes made
Is it possible to make Mac OS Mojave to ask before quitting an application (preview, textedit) to save or not to save changes?

I didn't explain very well. Check "Ask to keep changes when closing documents" in System Preferences > General.

They already do.
Thanks, that exactly what I was looking for. Just couldn't guess where to find this setting. Thought it an application's setting, not the system's )
You're welcome.
Most if not all Apple apps automatically save changes so it's not something you have to concern yourself with.
For example, when you re-open a TextEdit or Preview document, it already contains the modifications made prior to quitting those apps. The dialog you describe occurs when you explicitly close the document.
Dialabrain has explained the solution. One caveat is that all Apple authored applications that would normally default to autosave after the first save event would have their autosave disabled. This would include Pages, Numbers, Keynote, Preview, etc.
I actually use this setting myself.
