Unable to delete app that has broken the Finder

I messed up today and installed an old version of Safari (10.x) onto my MacBook Pro running Mohave. The Finder crashes immediately and won't launch.


With no Finder, I tried using Terminal to delete Safari files (as root) but all of those files still return an "Operation not permitted" error.


Here's the error in the Problem report:


System Integrity Protection: enabled


Crashed Thread: Unknown


Exception Type: EXC_CRASH (SIGABRT)

Exception Codes: 0x0000000000000000, 0x0000000000000000

Exception Note: EXC_CORPSE_NOTIFY


Termination Reason: DYLD, [0x4] Symbol missing


Dyld Error Message:

symbol '_OBJC_CLASS_$__SFSharablePasswordReceiver' not found, expected in '/System/Library/Frameworks/SafariServices.framework/Versions/A/SafariServices', needed by '/System/Library/CoreServices/Finder.app/Contents/MacOS/Finder'


Any thoughts on what else I can try?

You are shifting essential and interdependent components

You will need to reinstall Mojave.

either

Restore entire disk from your latest time machine backup.

Or

Backup to at least two disks one of which should be TM then restore mojave from the web
