So I was under the impression that companies don't lock phones to there network when they are this new. I know the phone is not black listed or anything like that but is there anyway to find out what nestor it was "locked" to previously? I am pretty sure when a T-Mobile sim card was inserted into the phone it worked just fine so thats why I can figure out why Verizon is telling me it is locked.
Okay, then, as Verizon stated, it could be locked to T-Mobile.
Contact T-Mobile and ask them to unlock that iPhone, if you're eligible. Read also this support guide:

In US you have two different types of iPhones: CDMA or GSM models.
Depending on your model, check this list: iPhone - View countries with supported LTE networks - Apple
To my knowledge, in USA: Sprint and Verizon use CDMA, while AT&T and T-Mobile use GSM.

It is the model that works on both.
I have already run the IMEI number through T-mobile and they don't have any record of it or information on it. I have already been through the page you posted, thanks for the help though. This is the first time I have ever had a problem that has me this stumped.
