Startup commands not working anymore on Mac Mini 2018 with Mojave

I recently disabled system integrity protection in recovery mode. Short time after that I wanted to re-enable it, but i'm no longer able to use startup commands at all.

If I hold shift when i boot, it just boots system normally. No safe mode

If I hold Cmd + R, nothing happens

Internet recovery (cmd + option + R) is not working. It just starts system up normally.

Hello,

Are you using a bluetooth keyboard or a wired USB keyboard? If you are not using a USB keyboard then I would suggest borrowing one to try with startup commands. Sometimes the Bluetooth key commands get lost on startup.

I have Apple Magic Keyboard and its startup commands work wirelessly. The only problem is that now without the startup sound the timing is difficult -- usually I stare at the display and when it turns black I start to press Option to temporarily switch the boot disk.

Shutting down, and then pressing the startup key always works.

I don't know but I've been told that connecting the lightning cable to the Apple Magic Keyboard essentially makes it a wired keyboard (?).

I wanted a wired old-style keyboard but I'm quite happy with the Apple Magic Keyboard anyway. The battery seems to last OK and when it gets old I guess I can try to change it or keep using it wired.
